When ANEF won't take your file
The portal rejects a photo, or times out, or simply has no date to offer. There is a real desk for exactly this, and almost nobody arriving here knows its name.
At some point almost everyone filing a titre de séjour through ANEF hits a wall the website does not explain. A scan gets refused for a reason it will not state. A required field has no correct answer for your situation. The portal offers no appointment at all, on any date, for weeks.
There is a specific answer to this in the Bas-Rhin, and it has a name that never shows up in the general instructions: PAN eMERAUDE.
What it actually is
PAN eMERAUDE is a digital reception point at the préfecture, not a decision counter. You sit at a computer with someone whose job is to get your ANEF file past whatever is blocking it: scanning a document properly, correcting a field, working out why the platform is refusing an upload that looks fine to you. The person there does not examine your case and cannot approve or refuse a permit. They exist to solve the technical problem sitting between you and a submitted file.
That distinction matters because people arrive expecting a decision and leave disappointed that they didn't get one. The disappointment is a misunderstanding of what the appointment was for.
Hours and how to book
PAN eMERAUDE runs weekday mornings, 8:30 to noon, with fifteen slots available per morning to keep the service usable rather than a queue that never moves. Appointments are booked through the official préfecture reservation system. If nothing is available online, the stated fallback is to present yourself at the préfecture's general reception in the morning, not to wait indefinitely for a slot to appear.
Fifteen a day is not many for a department this size, which is the practical reason to book as soon as you know you need it rather than after the second failed attempt at home.
What it will not do
It will not get your permit decided faster. It will not represent you if the underlying question is legal rather than technical: whether you meet a condition, which category actually fits your situation, what happens after a refusal. Those questions need either the préfecture's own instructions or a lawyer, not a digital mediation desk. PAN eMERAUDE's job stops at "your file is now correctly submitted."

What I do and where I stop
I am not able to book you a PAN eMERAUDE slot faster than the system allows, and I would not claim otherwise. What I can do beforehand is check that scans meet the format the platform expects, that names and dates match across documents, and that the field ANEF is likely to reject has an answer ready before you sit down. Most of what turns a PAN eMERAUDE appointment into a wasted morning is avoidable with fifteen minutes of preparation.

Common questions

That is precisely what PAN eMERAUDE exists for. It is a digital mediation desk at the préfecture, staffed by someone who sits with you and gets the file past the point where it was stuck. It is not a counter that decides your case.
Can I just turn up at the préfecture without booking anything?
Not for this. PAN eMERAUDE runs on a booking system like everything else at the préfecture. Presenting yourself at general reception in the morning is the fallback if the online booking has nothing free, not a way to skip the queue.
Is a PAN eMERAUDE appointment the same thing as my titre de séjour appointment?
No, and this is where people lose time. PAN eMERAUDE gets your dossier correctly filed on ANEF. It does not replace the examination of that dossier, and the person you see there has no authority to grant or refuse a permit.
How many slots are there, and how fast do they fill?
Fifteen a morning, weekday mornings only, and they go quickly once the week's batch is released. I don't have a reliable number for how many minutes that takes, and I would not trust anyone who quotes you one with confidence.
Can you get me an appointment?
I can't create a slot that doesn't exist. What I can do is have your documents in the shape ANEF expects before you go, so the appointment is not wasted on a problem that was fixable in advance.
